The Firm bolsters its Natural Resources and Infrastructure Projects and Labor practices with Isabel Lira and Carlos Cadillo
Miranda & Amado is pleased to announce the enhancement of the firm’s practice areas with the appointment of two new partners: Isabel Lira (Natural Resources and Infrastructure Projects) and Carlos Cadillo (Labor).
Boasting a long history in the firm—Isabel Lira became an associate in 2008 and Carlos Cadillo has worked as an associate and counselor since 2019—, both lawyers will become partners effective January 1, 2021.
These appointments are in line with the firm’s goal of strengthening its practice areas and supporting the professional growth of its most talented team members. From their new positions, Lira and Cadillo will bring their full expertise and knowledge to continue the customized assistance offered by Miranda & Amado to its clients, especially in view of the major challenges that the current situation poses to their specific practices. The COVID-19 crisis has significantly driven up the demand for labor advisory services, as companies need to manage the pandemic’s impact on their activities and work teams. At this juncture, Peru must foster during 2021 the execution of public and private investment projects as one of the cornerstones of economic recovery. Hence the pivotal role to be played by the Natural Resources and Infrastructure Projects practice in this scenario.

Isabel Lira Miró Quesada
Isabel’s professional practice focuses on the development, financing and execution of infrastructure projects, concessions and public-private partnerships, as well as on Competition Law. She has counseled companies responsible for major infrastructure projects in Peru, across the full spectrum of construction contracts, as well as financial entities, both private and multilateral, that participate in the relevant financing transactions. Isabel’s experience includes road, electricity, port, irrigation and water transfer projects. In the area of Competition Law, she has acted for several companies in cases of concerted practices and abuse of dominant position in the natural gas, railroad transportation, medical gases and telecommunications markets. After joining Miranda & Amado as an associate in 2008, she worked as an international associate in the New York office of Allen & Overy LLP from 2013 to 2014. Isabel earned her LLB from the Pontificia Universidad Católica del Perú (PUCP) and her LLM from Harvard University.
Carlos Cadillo Ángeles
Carlos advises clients in labor matters such as consulting, conflict prevention and management, negotiations, arbitration, inspection visits, administrative procedures and judicial proceedings, and training. He joined Miranda & Amado as an associate in 2008 and was appointed counselor in 2019. His previous experience includes working at Hernández & Cía. Abogados (2006-2008) and at Hernández & Rosselló Abogados (2006). He holds an LLB from the Pontificia Universidad Católica del Perú (PUCP) and a Master’s Degree in Conflict Mediation, Negotiation and Resolution from the Universidad Carlos III de Madrid. Moreover, Carlos is listed in the Registry of Arbitrators for the Ministry of Labor and Employment Promotion. His teaching credentials include labor law courses at the Universidad del Pacífico, Universidad ESAN, Pontificia Universidad Católica del Perú, Universidad de Piura and Universidad de Lima. Carlos has been a featured speaker at academic events and has lectured at several institutions that include chambers of commerce and business associations. He has authored research articles and opinion pieces and is regularly consulted by the media to share his professional opinion.
