He provides specialized counsel in regulated industries and Administrative Law, focusing on utilities regulation, transport, natural resources and telecommunications – as well as in Public-Private Partnership agreements and infrastructure projects. He has extensive experience in proceedings related to the issuance of permits, licenses, authorizations and concessions in regulated industries, and has taken part in sanctioning proceedings before various government entities. Sebastián joined the firm in 2023, having been an Associate at Dentons (2021-2023) and Legal Assistant at Payet, Rey, Cauvi, Pérez Abogados (2020-2021). Sebastián holds a law degree from Pontificia Universidad Católica del Perú and received first place in the XXIV Telecommunications Regulation Extension Program offered by OSIPTEL (2020), the Peruvian telecom regulator. He represented the Pontificia Universidad Católica del Perú Law School in the XIII Competencia Internacional de Arbitraje (2020 – Universidad de Buenos Aires) and the XIII Competición Internacional de Arbitraje y Derecho Mercantil (2021 – Universidad Carlos III de Madrid) moot court competitions.
